Bal Harbour Village is
an unblemished community set up in 1929 by Robert C. Graham. He imagined
the hamlet as a modern community with remarkably tough standards that
would provide superior services and nurture civic pride. The beginning
of World War II brusquely stopped the plans and Graham leased the land
for one dollar per year to the U.S. Air Corps. The area provided
year-long drilling with barracks, a rifle range, and a prisoner-of-war
camp.

The squaddies referred to the area as "tent city." Development
recommenced at the end of the war. Bay Harbor Town was incorporated on
August fourteen, 1946. The name shortly modified to "Bal Harbour" to
point out its placement as a bay and sea front hamlet. The new state
utilized a converted army barracks to do the town's business till the
town hall was built in 1956, which is still in use today. Respected
hostels started to spring up all over South Florida.
The upscale customers they attracted brought attention to the expanding
town. In the 50's, Miami Beach and Bal Harbour were seen as America's
Riviera. Top entertainers and musicians like Guy Lombardo and Count
Basie were frequently seen having cocktails at the Pump Room Lounge of
Ivanhoe's. The Carnival Dinner Club at the Americana hotel catered to
Frank Sinatra, Dean Martin, and Sammy Davis, Jr. Stars , dignitaries and
even presidents selected Bal Harbor's hotels for their upscale ambiance.
